Amazing recipe ... takes some time, but worth it!
In a large bowl combine the masa harina with 1 tablespoon of the chili powder. Dredge the cubed beef in this mixture. Heat the oil in a large skillet and brown the meat in it. This may have to be done in batches so the meat can brown with crowdling.
Put the browned beef into a dutch oven.
In the skillet start to brown the ground pork. Add the onion and green pepper, and continue to brown. When the pork is browned, add this mixture to the dutch oven.
Add all remaining ingredients to the dutch oven, including the remaining 3 tablespoons of chili powder. Stir, cover and bake at 275 degrees for 5 to 7 hours, adding water if necessary. It usually isn't necessary.
