In a large stock pot or crock pot, bring water, beans, chicken and beef broth to a boil and boil hard for 20 minutes . In a skillet, saute onion and garlic in olive oil til soft. Add cubed beef and brown on all sides, add beef to stock pot along with celery, carrots, potatoes, tomatoes and seasoning.
Return to a boil and turn down to simmer.
Let soup cook for several hours (3-4 at least), Be sure to stir occasionally and add more water as necessary. About a half hour to an hour before you plan to serve the soup add the remaining ingredients and check seasoning, add more as necessary.
Top each serving with some grated Parmesan.
