Heat large sauce pan on high heat. Add Olive Oil and sauté onion, celery, and carrots until soft, about 4 minutes.
Add the garlic, Italian seasoning, and red pepper. Sauté for 2 more minutes.
Add chicken broth and bring to boil. Cover, reduce heat, and simmer for 20 minutes.
Add the tortellini and cook for 10 minutes.
Stir in the parsley and add salt to taste.
Serve in bowls and top with Parmesan Cheese
