Suggest a better descriptionPlace potatoes in large colander. Sprinkle with 2 teaspoons salt. Toss to coat. Let stand for at least 30 minutes. Pat dry with paper towels.
Heat 2" deep layer olive oil in a wide stock pot to 350 degrees F. Working in batches, parfry the potatoes until blanched, adding oil between batches, as needed. Remove from pan with slotted spoon and let drain in colander. Reheat oil to 375 degrees F. Working in batches again, fry blanched potatoes until golden-brown and crispy. Remove from pan with slotted spoon and let drain in colander.
Meanwhile, in another skillet, add 2 tablespoon olive oil and onions. Saute over medium-low heat until very soft and slightly golden, about 20 minutes. Remove from pan with slotted spoon and drain in colander over fried potatoes.
Preheat oven to 350 degrees F.
In a large bowl, beat the eggs until light and fluffy. Then, stir in the pepper. Heat 2 tablespoon olive oil in a 10-inch nonstick skillet, and heat over low heat. Stir potatoes and onions into egg mixture, and combine well. Season generously with salt, to taste. Pour potato-egg mixture into pan, arranging potatoes to submerge, then place on middle rack in oven.
Bake until bottom golden-brown and only very center of top not firm. Invert onto a plate. Slide back into original skillet, browned side up. Cook on cooktop over medium-low heat, turning in bottom of tortilla to produce a nice, round edge. When tortilla golden on bottom and cooked through, about 4 minutes more, slide onto serving platter (toothpick inserted in center should come out clean or with just few attached particles).
Serve, cutting into wedges, warm or at room temperature.
