Preheat the oven to 350 degrees. Lightly coat an 8-inch deep-dish pie plate with nonstick spray oil.
In a large nonstick skillet over medium heat, combine the ground beef or turkey, onion and garlic. Cook, breaking up meat with a spoon, until the meat has browned and the onion is tender, 5 to 6 minutes. Drain off the fat. Add the chili peppers, tomato sauce and salt and pepper to taste and mix well to combine. Simmer for a few minutes to meld the flavors.
Place 4 tortilla halves in the pie plate (don't worry about any overlap), then half of the meat-tomato sauce and half of the cheese. Repeat the layers. Cover with aluminum foil and bake until bubbling, 20 to 25 minutes. Let stand for 5 to 10 minutes before serving. Cut into 6 wedges and garnish with olives and sour cream.
