1. In a medium bowl combine cream cheese, sour cream, chiles, onion, red bell pepper, and cheddar cheese. Mix thoroughly.
2. Spreas onto tortillas and roll up.
3. Cover tightly and chill for 2 hours or overnight.
4. When ready to serve, cut each roll into 1/2 inch slices.
5. Serve with salsa.
Makes about 8 dozen pieces.
