In a large saucepan, cook ground beef, onion, sweet pepper and garlic until meat is brown and onion is tender.
stir in undrained tomatoes, kidney beans, tomato sauce, chili powder, basil and pepper.
Bring to a boil, reduce heat.

In a 3 1/2 or 4 quart electric crock pot, combine meat mixture, undrained tomatoes, beans, tomato sauce, chili powder, basil and pepper.
Cover, cook on low heat setting for 8-10 hours on low heat setting (or 4-5 hours on high heat setting)
