Brown beef, set aside. Saute shallot, garlic, and carrots until soft (3-4 minutes). Deglaze with red wine, reduce until almost dry. Add tomatoes, dried herbs, sugar, honey and simmer 45 minutes. Stir in parmesan. Add fresh herbs and season to taste with salt and pepper.
