Boil Fusilli. Drain and rinse with cold water
Place vinegar, 2 cups of oil, garlic, mustard, basil, parsley salt and pepper in a blender and blend till mixed
Pour into a large bowl and add cheese and blend by hand
Check for amounts of oil, garlic, cheese, mustard salt and pepper let sit for 1 hour.
Pour over cooled tortellini, add scallions and toss
Let sit for 24 hours toss occasionally.
