1. Rub fish with salt and pepper. Mix lemon, water, ginger, pepper, and cinnamon in bowl. Marinate fish for 15 min.
2. Heat oil and saute garlic, chili and onion for 2 min, add fish with marinade and simmer for 7-10 min till fish is tender. Garnish with wedges of lime. Serve with rice.
