Combine all ingredients together in large pot except for 1/2 cup of milk, flour and tuna. Bring to a boil over medium heat. Cover and simmer until vegetables are tender.
Mix 1/2 cup milk with flour until no lumps remain. Stir into simmering soup to thicken.
Add tuna and juice, breaking it up if necessary. Serve hot.
