1) Bring a large pan of lightly salted water to boil. Add pasta, cook for 8-10 mins.
2) put the bell pepper quarters under a preheated hot broiler. Cook for 10-12 mins until skin blackens. Transfer to plastic bag, seal and set aside.
3) Bring a separate pan of water to boil, add asparagus and blanch for 4 minutes. Drain and plunge into cold water, then drain again. Remove pasta from heat, drain and set aside to cool. Remove bell peppers from bag and remove skins and sliced the bell peppers into strips.
4) Make the dressing, put all the dressing ingredients in a large bowl and stir together. Add the pasta, bell peppers strips, asparagus, onion, tomatoes, and tuna. Toss and garnish with basil.
