Preheat oven to 375.
Saute celery, onion, and green pepper in oil until tender. Stir in flour and pepper until smooth.
Gradually stir in milk and cook, stirring constntly until thickened. Add cheese and stir until melted.
Add macaroni, tomatoes, tuna, parsley, and lemon juice, and pour into casserole.
Sprinkle with paprika and bake 30-35 minutes
