Pick over the beans, removing any misshapen beans or grit. Rinse under cold running water. Put the beans in a bowl, add enough cold water to cover by at least 2 inches and let stand at room temperature overnight. Alternatively, for a quick soak, put the beans in a saucepan, add enough water to cover by at least 2 inches, bring to the boil, remove from the heat, cover, and let soak for 1 hour. Drain and rinse the beans.
In a large saucepan, combine the beans with enough cold water to cover by 1 - 2 inches. Bring to a boil over high heat, reduce the heat to low, partially cover, and simmer gently until the beans are very tender, about 1 hour. Drain and set aside.
In a large frying pan over medium-high heat, warm half of the olive oil until shimmering. In a small bowl, stir together half of the rosemary, salt, and freshly ground pepper. Season the tuna on both sides with the rosemary mixture. Add the tuna to the pan and sear, turning once, until lightly browned on each side, about 5 minutes total. Transfer to a cutting board, tent with aluminium foil to keep warm, and set aside.
Add the remaining olive oil to the pan and reduce the heat to medium. Add the bell pepper and onion and saute until the onion is barely tender, 3 - 4 minutes. Add the garlic and saute for 30 seconds. Add the cooked, drained beans, the wine, broth, and remaining chopped rosemary. Cover, reduce the heat to medium low, and cook until the flavours are blended, about 10 minutes. Season to taste with salt and pepper.
Cut the tuna steaks on the bias into slices about ? inch thick. Divide the bean mixture evenly among warmed plates and top each with an equal amount of tuna. Serve at once.
