In a large pot, cook onion in oil until softened. Add garlic. Add cumin and cook 5 minutes.
Add the turkeys and cook until not pink.
Add barley, chickpeas, jalapenos, broth, marjoram, and savory. Simmer, covered for 45 minutes.
Add cornstarch mixture and simmer uncovered for 15 min.
Ladle into bowls and sprinkle with cheese and green onions.
