Combine 2 cups all purpose flour, 1 tbsp baking powder, and 1 tsp kosher salt. Add cold chunks of 5 tbsp unsalted butter (pea to penny size) and coat with flour mixture. Stir in 1/4 cup thinly sliced chives & 1/4 cup tightly packed fresh herbs (parsley, tarragon, dill, etc). Pour in 3/4 cup buttermilk and gently mix in with a fork ("just until a shaggy dough forms"). Cover and refrigerate.
Mix 1/4 cup all purpose flour with 1 tsp onion powder, set aside.
Mix 2 cups broth with 2 tsp dijon, 1 tsp Worcestershire Sauce, and 1 tbsp lemon juice
Melt 5 tbsp over med-high heat, add chopped small onion & salt, sautee until translucent and shrunken, 6-8 minutes. Add 6 garlic cloves, 2 celery ribs (w/ leaves) and one peeled carrot, stirring until slightly softened, 3 minutes.
Add flour/onion and stir until flour is completely incorporated with the vegetables.
Add broth mixture and cook whisking until mixture comes to a bubble; let it cook, whisking once or twice, until it begins to thicken on the back of a spoon (about 2 minutes)
Stir in 1 1/2 cups chopped turkey & 3/4 cup frozen peas; season generously with black pepper, then salt to taste
Scatter the biscuit dough over the mixture in loosely packed golfball sized clumps, Bake at 400 degrees for about 35 minutes.
