Cut in half and scoop out insides saving skins.
In large bowl add sour cream. Milk. Butter. Salt and pepper. Bacon. Onion and potatoes.
Mix together and return mixture to skin halves.
Add scallions and cheese to top and bake another 20 minutes at 350.
