Preheat oven to 450 F.
In large bowl combine flour, baking powder, 2 tsp. sugar and salt (first 4 ingredients). Cut in the 3 TBSP butter. Stir in milk until just moistened. Knead on floured surface 10/12 times.
Roll into a 15 by 12 inch rectangle. Spread with the 2 TBSP soft butter. Mix the 1/4 cup sugar and cinnamon, and sprinkle over the buttered rectangle. Roll up jelly-roll style starting from the long side. Cut into 12 equal slices. Place cut side down into a buttered 9" round baking pan.
Combine topping ingredients (the last 4: sugar, o.j., extract and melted butter) and pour over biscuits. Bake at 450 F for 20 - 25 minutes.
