Mix flour with water, let set while assembling remaining ingredients.
Mix sugar, cocoa, baking powder and salt, set aside.
Add applesauce, vegetable oil and vanilla to the flour mixture, mix.
Add dry ingredients, mix until evenly moist.
Pour half of batter into 8" square pan. Sprinkle chocolate chips evenly, spread remaining batter over the top.
Bake for 30 minutes.
