Suggest a better descriptionIn a large saucepan combine frozen vegetables and the water. Bring to boil. reduce heat. Simmer covered about 4 minutes or until vegetables are tender. Do NOT drain.
Meanwhile, in a small bowl whisk together 2/3 cup milk and the flour until smooth. Stir flour mixture and vegetables in saucepan. Add remaining milk and broth. Cook stirring over medium heat until thickened and bubbly.
Remove from heat. Gradually add cheese stirring until cheese is melted. Season to taste. Top with broken baguette slices.
