Salute 3 garlic cloves in oil until just lightly browned. Stir in chili powder and sauce 1 minute. Add flour, cumin and cinnamon and stir 1 minute (will be very dry). Whisk in 2 cups water, a little at a time to prevent lumps. Add tomato sauce and cook until thick and smooth, stirring frequently.
Sauté vegetables in 1-2 TBS olive oil until lightly browned. Mix in black olives, cilantro, oregano, salt and pepper. Add cheese.
Oil 13 x 9 pan or spread a little sauce in pan. Warm tortilla in pan on stove. Dip tortilla in sauce. Spoon ~ 3-4 TBS of vegetable cheese mixture on to tortilla. Roll tortilla and put seam side down in pan. Pour any extra sauce on top. Bake 350 for ½ hour until hot. Sprinkle extra cheese on top, and bake 5 minutes more.
