Add brown sugar, white sugar, butter & water to sauce pan. Heat to boiling. Stir constantly until mixture begins to sheet off spoon when you lift it out of the pan. Add in little bits of evaporated milk until you like the taste. Remove from heat & enjoy over pancakes or crepes or ice cream.
