Heat oil over med-high heat. Sprinkle both sides of steak with S&P
Cook 4 minutes / side - remove from heat and tent with foil for 5 minutes. Slice very thin
Add garlic, onion, rosemary and remaining salt and pepper to pan - cook 4 minutes or until onion softens
Meanwhile - in serving bowl, whisk together oil, vinegar, mustard and sugar.
Add onion mixture, and spinach and toss.
Arrange slices of steak on top.
