1) Cut steak into serving-size pieces.
2) Combine flour, garlic salt, garlic, salt and pepper in a plastic bag. Place steak pieces in bag and shake to coat well with flour mixture.
3) Brown onions in 2 tbl. of the oil in frying pan; remove and set aside.
4) Add remaining oil to the pan. Brown pieces of steak on both sides in oil; remove and place in 3-quart baking dish.
5) Combine consomme, chili sauce, celery and Worcestershire sauce in the frying pan; bring to a boil and pour over steak.
6) Cover and bake in slow oven at 300 degrees for 1 hour.
7) Add browned onions and mushrooms and continue cooking, covered, 1 hour or until steak is tender.
8) Serve in baking dish with a garnish of green onions.
