Brown the beef and drain. Add the chopped onions and green pepper and cook until soft. Add seasonings and sauces.
Oil 9x12 or 10x13 inch pan/oven proof dish. Put a thin layer of meat suace on the bottom, then a layer of tortilla shells, 1/3 meat sauce, cheese, shells, beans, cheese, shells, 1/3 meat sauce, cheese, shells last 1/3 meat sauce and save cheese for last 10 minutes. Cover and cook at 350 degrees for 45 minutes (or until bubbling), remove cover and add cheese. Continue cooking until cheese is melted and browned- about 10 minutes.
We really like the middle layer cheese to be finely shredded Monterey Jack and Colby mix. The top layer 4 cheese mexican.
Garnish with green onions, black olives, sour cream, green pepper, etc.
Serve with creamy cole slaw, Marzetti's of course.
