2. Butter 9x13 pan and line with parchment paper, leaving 2 in overhang on the long sides.
3. Whisk together butter, sugar, brown sugar, eggs, 1 tsp vanilla and peppermint extract in bowl until combined.
4. Whisk together flour, baking powder and salt in a separate bowl.
5. Stir flour mixture into butter mixture just until combined. Stir in chocolate and spread batter in pan.
6. Bake until golden brown and a toothpick inserted in center comes out clean. ~30-35 min. Cool completely in pan on wire rack.
7. Beat cream cheese and confectionary sugar on medium speed with electric mixer until light and fluffy, 1-2 minutes.
8. Beat in remaining 1 tsp vanilla. Spread frosting on blondies, sprinkle with peppermints.
9. Freeze until frosting is set ~30 min. Lift using parchment paper and cut into 18 squares.
