1. Melt butter in a small saucepan over med/low heat.
2. Add the flour, nutmeg and pepper.
3. Slowly stir in the milk.
NB The hotter the sauce gets the thicker it gets. Keep stirring to prevent it burning or catching on the bottom of the pan.
