Melt margarine in dutch oven, add onions through garlic. Saute 5 mins. Add turkey, 1/2 cup beans, and all remaining ingredients except milk and cilantro. Simmer 15 mins., covered. Add milk and remaining beans, mashed. Simmer uncovered 15 minutes. Add cilantro and serve.
