Melt caramels and 1/3 cup evaporated milk until smooth, then set aside
Cake Layer:
Combine cake mix with 3/4 cup melted butter and 1/3 cup evaporated milk
Pour half of cake mixture into 9x13 greased cake pan and pat into place
Bake at 350° degrees for 6 minutes
Remove from oven and sprinkle chocolate chips on top to melt
Pour caramel over chips and spread evenly with knife
Crumble remaining cake mixture on top and bake for 15-18 minutes at 350°
Remove from oven, let cool, and cut
