These brownies are the best I've tried. Anytime I take them to events there are never any leftovers.
Mix cake mix with 1/4 cup evaporated milk and melted butter. Add nuts if desired. Press 1/2 batter into a 9 x 13 inch pan; bake at 350 degrees for 8 minutes. Meanwhile, melt caramels with 1/2 cup evaporated milk in microwave or double boiler. Remove pan from oven and sprinkle with chocolate chips, then drizzle with melted caramels. Top with remaining batter by breaking apart with fingers and allowing to drop in clumps. Bake for 18 - 20 minutes. Gets firmer as it cools. Allow to cool a bit before serving.
I like to use wax paper over the bottom layer and press smoothly with a small rolling pin.
