Melt butter in heavy skillet.
Mix flour, salt, pepper, and onion powder in a large Ziploc bag and shake with beef.
Brown beef in melted butter.
Place cut up vegetables in an oven-proof casserole dish.
Pour browned beef and all pan drippings on top of vegetables.
Stir vegetables and meat together.
Pour bouillon mixed with all remaining ingredients over the meat and vegetables.
Mix again.
Cover and bake at 325 degrees for three hours.
