Melt together water, sugar and cinnamon gems. Add the apples and simmer them in the cinnamon mixture, turning them upside down when the bottoms become red and soft. Continue simmering, adding more water if necessary, until the apples are uniformly tender and red. Chill and serve on a lettuce leaf.
