1. Place potatoes in bottom of a greased 4 quart slow cooker; top with carrots, celery & onion slices. Place ground beef on top.
2. In a med bowl, whisk together milk, broth, flour, salt and pepper and pour over ground beef.
3. Cover and cook on low for 6-8 hours. In the last 2 hrs, vent slow cooker lid with a chopstick to allow excess water to escape.
