Chop up the cauliflower into florets. Place them in a saucepan of boiling water along with the garlic and cook for about 6 minutes.
Drain off the liquid and put the florets in a blender. Add the butter, salt, pepper, and 1/2 of the skim milk. Puree until mostly creamy but with some slight lumps for texture. Add the extra milk as needed during the blending.
