Heat oven to 350 degrees. Mix together in a bowl the flour, baking soda, salt and oats. Heat the honey, peanut butter and shortening in the microwave on high until runny, about 30 seconds. Beat into the dry mixture. Stir in the vanilla. Drop by teaspoonfuls onto a cookie sheet and bake 8 to 10 minutes. Makes abut 2 dozen.
