1 pound ground pork

1/8 easpoon crushed red pepper flakes
1 (12 ounce) package round wonton wrappers**
2 tablespoons vegetable oil
1/4 cup low sodium soy sauce
1 tablespoon rice vinegar
Dash of red pepper flakes
Sliced scallions for garnish
