Heat half of oil in large pot over med-high heat. Add meat and cook until brown. Drain liquid and transfer the browned meat to a large bowl.
Heat remaining oil over medium heat. Add onion and garlic and cook for 5 minutes. Add the green pepper and cook for 5 minutes. Add the tomato paste, chili powder, cumin, cinnamon, brown sugar and hot sauce, and cook for 5 minutes while constantly stirring.
Stir in the fresh tomatoes and cilantro, then add the beer to deglaze the pan. Return the meat to the pot and stir until all ingredients are well combined.
Reduce the heat to low and simmer covered for 60-90 minutes, stirring occasionally.
