Preheat oven to 350.
Whisk mayo, garlic, salt and pepper and rosemary in a bowl. spread over each chicken piece. Spread rice in bottom of a 9x13 pan. Pour water over. Place chicken pieces on top. Sprinkle parmesan cheese over top.
Bake until chicken no longer pink and juices run clear and center registers 165 degrees- 35-45 minutes.
