3 medium garlic cloves smashed

8 ounces skinless firm white fish (such as halibut or snapp cut into 1/4-inch-thick x 1-inch-long pieces, or poached diced shrimp

1 to 2 teaspoons granulated sugar

1/2 cup thinly sliced red bell pepper cut into 1-inch-long pieces

1 medium shallot halved lengthwise and thinly sliced crossw

1 (1-inch) piece lemongrass stalk halved lengthwise and thinly sliced crosswise into half-moons

1 red Thai chile thinly sliced

1/4 cup salted roasted peanuts chopped

2 tablespoons chopped fresh cilantro

2 ounces fresh bean sprouts (about 3/4 cup) (optional)

1 to 2 teaspoon extra-virgin olive oil (optional)
