In skillet, combine gr. Beef – onions – garlic –salt & pepper. Drain. Return to heat and add tomato. Sauce - water & ½ can of tomato soup. Mix well. Add rice, stirring to combine. In slightly greased insert, place ½ of meat mixture, then ½ of cabbage, top with remaining meat mixture and rem. Cabbage. In a bowl, combine rem. tomato soup with tomato juice, mixing well. Pour into slow cooker. Cover and cook on low for 8 to10 hrs. or on high for 4 to 6 hours. Serve with sour cream
