Cook unpeeled garlic in a cast iron pan over med heat, stirring constantly until soft, about 12-15 minutes.
Let cool, discard skins and mash garlic until smooth.
Melt butter in sauce pan and whisk in flour until combined.
Gradually whisk in warm milk until smooth.
Cook, whisking constantly, until thickened, about 6-8 minutes.
Reduce heat to low and whisk in garlic, Parmesan, salt and pepper.
Whisk constantly until cheese has melted and mixture is smooth.
