Preheat oven to 425.
Fill pot with cold water, place potatoes inside and bring to a rapid boil for 5 minutes. Quickly drain the potatoes in colander and let steam dry.
Heat pan over medium-high heat. Add the oil, rosemary, potato cubes and season with pepper...stir until blended. Place pan in oven for 20-25 minutes (stir occasionally) until crispy and tender.
