preheat oven 350. Mix first 3 ingredients and press into 9x13 pan. Bake 10 minutes or until lightly toasted. Set aside and cool completely. In medium bowl, beat sugar and cream cheese until smooth. Fold in whipped topping and mix well to combine. Spread evenly over cooled pretzel layer. Refrigerate until set, about 30 minutes. In medium bowl stir together jello and water, mix in strawberries and refrigerate 5 minutes. Pour over cooled cream cheese layer. Refrigerate until completely chilled, at least 1 hour.
