Heat the oil in a large saucepan over medium-high heat. Add carrots, onion, peppers and stir fry 3 minutes. Add ground beef and cook for 5 minutes. (until no longer pink)
Add tomato paste and cook 1 minute.
Add beans, chili powder, water, salt & pepper.
Simmer for 25 minutes. Add tomatoes and corn.
Simmer 5 minutes.
Serve with cheese, and scallions on top.
