Heat oven to 400?. Cook pasta and drain. Melt butter on stove in a large saucepan and stir in flour, stirring till smooth and bubbly, about 1 minute. Add milk, softened cream cheese, salt and pepper, and mustard. Stir till sauce is thickened, about 3-4 minutes. Stir in cooked pasta, and cheddar cheese. Combine bread crumbs in a separate bowl with melted butter and parsley.
Pour into a 2 quart baking dish, and sprinkle the crumb topping evenly over the top. Bake 15-20 minutes till golden.
