From my husband's Sicilian aunt who was a fabulous cook.
For the shells:
Alternate water and eggs into the flour mixture. Beat until smooth using mixer on low speed. Put 1 tablespoonful of the mixture onto heated and lightly greased 4-6: frying pan. Cook boh sides. Do NOT brown.
For the filling:
Combine all filling ingredients. Fill shells and roll up.
Put small amount of marinara or other tomato sauce in bottom of 9 x 13" pan. Put filled manicotti 1 layer deep with fold side down. Top with additional sauce and more parmesan cheese. Cover with foil and bake at 325 - 350F for 20-30 minutes or until puffy.
