Blend butter, sugar, vanilla, flour, salt and baking powder until crumbly. Press into a greased 7 x11 inch pan. Bake at 350' for 15 minutes. Remove from oven and spread with raspberry jam. Sprinkle with chocolate chips. Make crumb topping by mixing 1 cup flour, 1/2 cup sugar, soft butter, nuts and vanilla. Pour topping over chocolate chips. Return to oven for 15 to 20 minutes. Cool and cut into 18 squares.
Hint . . . Buy good jam and good chocolate . . . We like Ghirardelli dark chocolate chips.
