Cook pasta according to package directions; drain.
Meanwhile, for sauce, in a saucepan cook celery or carrot and onion in margarine until tender.
Stir in dry milk powder and cornstarch. Add milk all at once.
Cook and stir until thickened and bubbly. Cook and stir two minutes more,
Carefully stir cooked pasta, tuna, and parsley into sauce.
Transfer to a 1.5 quart casserole. Bake uncovered for 15 minutes.
Arranged crackers on top. Bake for 5 minutes more or until heated through.
Stir the sauce constantly as you are preparing it to prevent burning.
