Preheat oven to 400.
Cut cabbage in half, core, and boil until leaves are pliable.
MIx beef, rice, tomato sauce, salt, dill, and pepper. Mix well.
Separate cabbage leaves.
Stuff leaves with beef mixture. Layer in large roasting pan.
Pour tomatoes and small cabbage leaves over stuff cabbage leaves after each layer.
Sprinkle with dill, salt, and pepper to taste.
Bake, covered, until ground beef is cooked, about 45 minutes.
Do not overcook the cabbage leaves. They should be pliable, but not falling apart.
