Put first 7 ingredients into pot. Bring to a boil then simmer. ADD scallops(and shrimps)*optional* and simmer for no more than 5 mins. REMOVE scallops from liquid, set aside. S A U C E IN SAUCEPAN, put 1 cup of liquid, 3/4 C Milk, 5 Tbl. flour 4 tbl. Butter ADD: 2 egg yolks 1/4 Cup Cream RETURN scallops to sauce and add lemon juice and salt & pepper. BUTTER dishes and place sauce and scallops on dishes. CIRCLE around the outside of the dish with mashed potatoes. PUT a little of the shredded cheese on top. PLACE in over under broiler - grill to brown.
